If you can't find the .txt I would say your chances of getting this to work are not good
It's a readme file, when you're creating the .ini make sure to enable showing file extensions, otherwise you will create an .ini.txt and not just a .ini, just a hint ...

Thank you. I followed all instructions to the letter, BUT... eventually i get "Serial Number is not for this version" message. In the admin tool it is shown that Fritz 19 is not activated.

Well if you did follow the instructions without making a mistake, it would be like this:
Since you said admin shows not activated, you did not use the keygen correctly so most likely you didn't copy the hardware key into keygen and didn't get right activation.
